When my rum0 device is plugged in at initial boot. It is not detected.
Even if unplug it and plug it in again, it is not detected.
My logs showed:

uhub4: device problem, disabling port 5

If I reboot with it unplugged, then plug it in then it works fine.

My USB device is:

Any suggestions on how to get the device to be detected even if plugged in
at boot?

This is on NetBSD 4.0 on i386.

It might be a different problem. With same USB device, on 4.0_RC4 on
amd64, it is detected as:

ugen0: Belkin Belkin 54g USB Network Adapter, rev 2.00/0.01, addr 2

But no rum0 device known. (Should be rum0 instead of ugen0 I think.) I
don't know if that is related problem.

I guess it's more an USB issue than a network issue, this would be more
appropriate on tech-kern.
