if_tokensubr.c fix for netiso

Here's part three of the patches, for FDDI (netinet/token_subr.c).
Sorry, no clnp_input changes; that part is missing. I'll regenerate
it seperately. For now, please test IP over token ring.

I did test that it compiles, but not run-time - no token ring here.

Ok, the code missed the offset/length corrections in the XID part.

I've added them, and committed. Also committed symbolical XID header
constants, seperate as in the Ethernet/FDDI cases, because the XID header
format code was apparently wrong.

In case this wasn't clear from the original message: I'd like test
reports from Token Ring operators for this, and possibly a followup patch.
